The second day of the Whistleblowing Seminar focused on what it truly takes to build a functioning whistleblowing ecosystem. The discussions made it clear that no single institution or law can carry this responsibility alone. An effective ecosystem requires active collaboration and shared accountability across government, civil society, media, the private sector, communities, and individuals acting as “citizens of change.” At the heart of this ecosystem must be the whistleblower — not treated as an afterthought, but recognised as a co-designer of the very systems intended to protect them. As one practitioner stated plainly, the trust deficit remains real and cannot be ignored.
The resounding call to action: “Whistleblowing is for everyone, and it’s our civic duty to blow the whistle on corruption and wrongdoing.”
